PlatsAll Major Subdivision Plats are reviewed by the Survey and Planning Sections and forwarded to the Board of Lucas County Commissioners (BLCC) for their approval. All required infrastructure improvements must be completed before approval by the BLCC, unless a financial guarantee has been provided, such as an Escrow Agreement (PDF)

Construction Plans
If a subdivision involves the construction of new infrastructure that will be turned over to a public agency, constructions plans are required to be reviewed and approved by the Lucas County Engineer. Generally, three individual sets of plans are developed for pavement and drainage, waterlines, and sanitary sewers.
The planning section reviews these plans for pavement and roadway design, storm sewer design and storm water management, erosion and sediment control, bridge and culvert crossings, utility conflicts and traffic control design. The Lucas County Sanitary Engineer (LCSE) reviews and approves the Waterline and Sanitary Sewer plans in accordance with their requirements. |

The planning section works directly with the 11 township zoning departments to assist in providing engineering reviews of proposed Site Plans.
Site Plan requirements are typically stated in the township zoning resolutions and plans are generally submitted for preliminary and final review. Once the plans have been approved by the County Engineer, project construction can begin.
Two of the more significant issues with most development are the impacts of Traffic and Drainage. Traffic Impact Studies (TIS) are conducted when significant development is proposed. These studies provide information on how the proposed development will impact the existing roadway network. The Traffic and Planning Sections review TIS to determine what improvements to the surrounding roadways will be required, such as road widening and resurfacing, turn lanes, traffic signals, etc.
Access Management Regulations (PDF) are also a design component that is to be addressed as part of the development process for both large and small developments.

Also, the planning personnel work closely with the Lucas County Sanitary Engineer to coordinate the timing of future projects. The purpose of this effort is to avoid damaging or relocating infrastructure constructed from our separate projects. We strive to minimize disruptions to the general public and combine our efforts with joint project construction where feasible.
Another task of the planning personnel is to assist in updating the design standards for the County Engineer. This consists of updating the design and construction specifications, standard drawings, and standard notes on a regular basis. |
