Ten-Mile Creek

Spencer Township petitioned the Joint Board of Commissioners for Fulton and Lucas counties in March 2021 to place the Ten Mile Creek Watershed under petition for "drainage improvements" that are most beneficial for public welfare for all those in the watershed.

THE DEADLINE TO FILE AN EXCEPTION TO THE MAINTENANCE BASE HAS PASSED. OUR OFFICE HAS REVIEWED ALL SUBMITTED EXCEPTIONS REQUESTS AND CONTACTED PARCEL OWNERS TO RESOLVE CONCERNS OR ALLOW THEM TO BRING THEIR CONCERNS TO THE COUNTY COMMISSIONERS ON MARCH 11, 2025. WE HAVE ALSO SUBMITTED OUR RECOMMENDATIONS TO THE COUNTY COMMISSIONERS FOR THEIR REVIEW, INCLUDING THE FINAL PETITION REPORT, OUTLINING THE FULL PROJECT AND SCOPE.
TEN MILE FINAL ENGINEERS REPORT

Final Public Hearing

March 5, 2025
The Board of Lucas County commissioners voted 2 to 0 in favor of approving the Ten-Mile Creek Ditch petition, the changes to the maintenance base for those that submitted exceptions and were approved and for the overall Six Year Work plan. 
The Lucas County Court of Common Pleas Court appointed residents Adam Hoff, David Bench, and Sandy Bihn to stand in for the three Lucas County commissioners, who recused themselves because they all own property in the project area. This was required by the Ohio Revised Code.

The Lucas County Engineer's Office will begin developing the project in conjunction with the six-year work plan.

Work should begin in 2026 and residents will see the new assessment on their property tax bills in 2026.

August 13, 2024
The Joint Board of Lucas and Fulton County commissioners voted in favor of Lucas County Engineer Mike Pniewski's recommendation for a continuance of the Final Hearing until March 11, 2025. The resolution also removed Fulton County from the petition.

Lucas County Engineer Mike Pniewski recommended to the Joint Board of Commissioners for a continuance of the Final Hearing until March 11, 2025. See press release for more information.
The final hearing was held by the Joint Board of the Fulton and Lucas County Commissioners at 2:00 PM on August 13, 2024 at the Hearing Room of the Board of Lucas County Commissioners, 1st Flr, One Government Center, Toledo, Ohio.   
The first public viewings for the petition were held from June-September 2021 to allow residents to pose questions to the county engineer on the process and scope of the project.

Personnel from the Lucas County Engineer’s Office shall be available at the following dates and locations to answer landowner questions regarding the petition:  
​
July 25, 2024 – Sylvania Library, 6749 Monroe St, Sylvania, OH – 4 to 7 pm
August 1, 2024 – Mott Branch Library, 1010 Dorr St, Toledo, OH – 4 to 8 pm
August 8, 2024 – Richfield Twp Fire Station, 11450 W. Sylvania Ave, Berkey, OH – 4 to 8 pm
