Swan Creek

The Village of Whitehouse petitioned the Joint Board of Commissioners for Fulton, Henry and Lucas counties in March 2021 to place the Swan Creek Watershed under petition for "drainage improvements" that are most beneficial for public welfare for all those in the watershed.

THE DEADLINE TO FILE AN EXCEPTION TO THE MAINTENANCE BASE HAS NOW PASSED. OUR OFFICE WILL BE REVIEWING ALL OF THE EXCEPTIONS AND SUBMITTING OUR RECOMMENDATIONS TO THE COUNTY COMMISSIONERS FOR THEIR REVIEW.

Engineer's Final Ditch Report (June 2025)

If you are interested in performing ditch maintenance on your own segment of a petitioned ditch to receive a credit against your annual assessment, fill out the form below and email to the Stormwater Department at [email protected].

Please note that the Swan Creek Ditch Petition has not been approved yet. The Final Hearing is set for July 15. If it is approved, then you can submit for an assessment reduction, but applications before approval of the petition will not be accepted.

July 15, 2025
The Board of Lucas County commissioners voted to approve the petition and the Six-Year Work plan at the Final Hearing on July 15, 2025. 

The Board will meet on July 22 at 2:00 p.m. to review and hear from property owners who submitted exceptions to their assessment values.

August 6, 2024
The Joint Board of Lucas, Fulton and Henry County commissioners voted in favor of Lucas County Engineer Mike Pniewski's recommendation for a continuance of the Final Hearing until July 15, 2025. The resolution also removed Fulton and Henry County from the petition.
The Final Hearing was held by the Joint Board of the Fulton, Henry, and Lucas County Commissioners at 2:00 PM on August 6, 2024 at the Hearing Room of the Board of
Lucas County Commissioners, One Government Center, 1st Floor, Toledo, OH.

The first public viewings for the petition were held from June-September 2021 to allow residents to pose questions to the county engineer on the process and scope of the project.
